Don't be surprised if the local unlawful population will decide that a junker being buddy-buddy with DSE and hauling legit goods are not really that ''useful'' for the cause though.

To solve this problem would be lovely to the the crane nerfed to 4.3 k cargo opening its usage to pretty much all factions

Hmm.. would be a little surprising, considering the relations. Junkers supply a lot of the unlawfuls and provide places to repair, refuel and rearm. Most of the unlawfuls understand the need from Junkers to "keep up appearances" though it would make for an interesting encounter. There are still a lot of legit goods required for "the cause" afeter all. Wouldn't say buddies.. more like, single venture business partners. After all, the Junkers are one of the few dealing with both sides.
