If its related to progress of the faction lore as a whole (and recognized by the staff) then its just a change request. If it's some RP the official faction has done but is only limited to the background of official faction and does not extend to the official lore, then its a perk.

In other words - Perks are the selfish shiny little toys you can request on top of the natural progress of your faction lore.

Actually, that was just a typo in the change log (my bad). It was actually changed to 90% to Order and 75% to Coalition.
