The Outcasts believed that the saboteur aboard the Hispania originated from the group they know call the Corsairs.
However, according to SP it just comes with the territory.

Rumors on Malta say that the Outcasts thought one of the other Houses did it to decrease competition to settle in the best places in Sirius (If the SCRA hadn't done it, I would've bet you a hundred bucks it was Liberty). I think the Corsairs are the only ones of know the SCRA were the ones that really did it while the Outcasts still think another House did it.
