Or a system like Pennsy, but connected with all 5 capitals, plus maybe Alpha and Gamma. With no short way back of course, to prevent powertrading.

This has been a topic of discussion so many times over the years and it's a wonder it hasn't been done yet. I stand by my suggestion of a barren, empty tutorial system with one-way jumpholes to all the major house systems such as:

New Berlin
Ill-De-France
New London
New Tokyo
New York
Omicron Alpha
Omicron Gamma

It wouldn't even take much to design. Repurposing an old, unused system like Quebec or something with a single station that sells the rules, history, etc. A small mining spot for a mining tutorial that only sells its goods in the houses, which would mean players would need to leave the tutorial system in order to make a profit, unable to return.

What about a Jump Hole to Kyushu from Penny directly
The Jump hole should be close to planet Erie and with some hazard buoys guiding new players to there.
This might require some "Balance developing" to the commodities sold and bought from both areas since this Jump hole will also be very fast Jump from liberty to kusari.
