The Developers don't like or dislike any particular faction/house. Especially when it comes to the Developmental Process. We give folks a fair shake and try to take as much as we can into account before making decisions. Sometimes it hits, sometimes it's a miss. It's all part of the process.
So rest assured, there is no 'dislike' involved in Bretonia's situation. Just using the information we have on Bretonia and it's surrounding 'Houses' (along with input from the local leaders) to plot the course the House takes in the story and how it fairs in any encounter. Good or ill.

I have it on good authority that the devs are planning their revenge for the #DeleteGallia campaign. By slowly having GRN invade all of Bretonia and once complete. #DeleteBretonia will begin.....

If true then perhaps players will leave a server if racism exists but I don't believe that there is.
In addition there is another "Atmospheric Entry Point" in Nagano. Guess what is iunderneath it?

I actually wouldn't mind Bretonia being temporarly pushed into extremes, like losing New London. I'm all in for such a scenario to show how critical the situation is.
You know, like back in Mass Effect 3 when Cerberus shows you a middle finger at Thessia, Reapers destroy the Asari capital world and you realize the situation turns from resolve into last stand fight for survival.
