If we are talking about a house having enormous plot-armor, Gallia isn't the one fitting that description the best. Again, which was the house fighting two wars simultaneously besides their internal conflicts?
EDIT: Also, I'd rather describe Council as "A populist revolutionary paramilitary organization aiming to overthrow the monarchy.". As such, Maquis can then be a radical terrorist version of Council.
