In game and inRP nothing changes with the loss of officialdom, the official player factions never represent whole NPC factions (that´s why indies can exist as separate departments or divisions). Basically all unofficial factions are divisions of the NPC factions and if some becomes official, it takes the "leading" role and gets say in decisions which influence the NPC faction.
Regarding the tag, RFP| is protected with password as the faction at this moment continue using it as unofficial. If it would cease to exist, I think the tag will stop to be protected after some time (I think it used to be 50 days of no ship with the tag logging into game, but I am not sure). If someone else for some reason do not want to join RFP| and wants to create his own faction, he can use some similar tag, there are many options.
