I think being an official faction and looking for a relationship are similar.
Just make a faction, official or unofficial, play, have fun, and if you happen to meet the activity requirements sometime down the track, off to officialdom you go!

I think it's a great idea, I can put all the information data together I'd just need someone with the time to actually run it, I don't mind being the CEO but I'd like players and people who'd enjoy roaming in liners. I could also put in a player request to boost commodity prices for refugees/commuters ext so OS&C is profitable.
Just need the numbers, everyone wants OS&C here, but need people to fly too.
