How are they supposed to know about a treaty buried deep down in the forums, when no new player even thinks about the possibility of such a treaty existing in the first place. If an ID is bound to a specific treaty, the information about it should be included in their ID or maybe in a cargo document or somewhere where they can see it. People not involved would like it to be irrelevant. People who abide by it think it is relevant. You can ignore it and receive mild consequences such as being shot at by locals for pirating in their domain.
