Despite the fact that I am not too keen on the current status of Nomad weaponry restrictions, I am inclined to say that they are both permitted. As for the marsflyer/AI thingy, I assume it's restricted to AI IDs only? In which case, again, allowable.

Cap tourney, sure I could get one going. Or you could. Or whatever is preferable (probably better if someone who doesn't wanna participate runs it (ie: me)).
As for Gallians, I would be inclined to leave them out of this one, as they are new, and, they have no RP reason to enter (well, they shoot my Zoner, so there's no way I'm gonna let 'em join in...)

I assume that Keepers are not allowed since their weapons and ships are technically the strongest ones in the game, even though they have not one missile they can use, or not one shield buster that they can use..
