Presently the event is limited to official navy factions and TFP. I wasn't super involved with drafting the event, but I think the impetus here is to encourage these official factions to get out in force after a bit of a slumber. We have a lot of time before the event, so I think we'll reconsider opening it to indies if there isn't enough interest, or if it looks like TFP will roll the opp uncontested.
