you get in more trouble for saying "im gonna sanction you" then "im gonna report you"

They're both offenses. You get in trouble with one or the other. From what I've seen, they merit equal punishments, as they're basically the same thing.

saying sanction seems to result in 10-40 million more in fines.

Telling to someone "I will sanction you" isn't right. As far as i know, only Admins are giving sanctions.
