Whilst we're on the subject of rep, for some reason I've gone hostile towards the Liberty Navy Guard. I've done heaps of lawful Liberty missions and haven't fired on anything other than Rogues, Xenos and Outcasts, and I'm still steadily growing more hostile to the LNG whilst I become more friendly with the LPI. The game lists them as allies, but it doesn't appear to be that way.

They start hostile, and only doing missions for the matching normal faction (in this case, Liberty Navy) will change that. Guard NPCs are only seen in one system for each faction, with one exception (Zoner), so unless you have good reason to go into a restricted system (such as being a Navy pilot), it's not particularly important.
Anyway, yeah, good idea, but as has been said, leave the Zoner empathy or add bribes to other Freeports. I'd like some way to get those damn Stilettos to stop chasing Ayumu.
