Quite honestly, disabling a lane should not be engagement. Let's say you can notice a trader at 14k. Fron what I've seen of trade lane speeds, you have about 5-6 seconds before the trader is past you laughing at the "noob pirate who hasn't taken down the lane". I feel that neither side has the right to open fire without any RP, and I have been on the recieving end of both sorts. I'm going to have to agree with Sindroms on this one

Engagement

Pirates violate rule 6.21 every time they fire one shot without announing an engagement, this is an attack! Here's the kicker, when I mention rules to Rogues or pirates they all say they don't have to follow rules, any rules. So, far everyone of them has said they are not afraid of the Admin or of sanctions! This is the attitude they get from rule 6.19

Its not a contradiction ... 6.19 applies ONLY to pirates encountering traders ... 6.21 applies ONLY to PVP encounters. They are different.

Piracy is a role play event that can only exist between pirates and traders (combat capable vs non-combat capable vessel). Rule 6.19 was designed specifically so pirates do not act like terrorists and for them to role play as pirates ... ie: demanding money.

PVP on the other hand involves two like vessels (ie: both vessels are combat capable). Rule 6.21 was created AFTER 6.19 ... specifically because there were some out there that would blind side other players for the sole purpose of increasing their kill count. Rule 6.21 was to enforce "role play" and to prevent overzealous players form killing others for no reason.

Rule 6.19 is NOT a factor in a fighter vs fighter event ... NOR is 6.21 a factor in a piracy event. Now if you wanna make 6.21 count ... then lets include ALL those other PVP rules that REQUIRE the guy who got destroyed to leave the system and not return for 4 hours. If we did that, then you traders would be required to stay out of the system you got killed in for 4 hours. And if you got killed in the system where you receive the best pay for your cargo ... guess you'll have to avoid that route for 4 hours. Sorry ladies and gents ... but you cannot have it both ways (can't have your cake and eat it too). If one PVP rules applies, they all do ... its all or none folks.

Don't know what traders you meet, but none of those who i've met so far were doing so. Not even in Liberty.

And apropos a pinned in the rules section, add something to the rules that say when they did get editet.

Disrupting the lane does not count. When I said self-defence, I was referring to your defence, not the traders. If he fires on you, you can, I believe, return fire without the need of notice.
I was not suggesting more rules, only using the ones currently standing.
The only down side to this is some 'person' will attempt to report you as 'engaging without notice', despite him engaging first which he will of conveniently forgotten, and the supplied screens will demonstrate exactly that.
