Not necesarily. Those could be there, at an unexplored part of the system recently discovered by the colonists, who dont entered there before because of.... umm..... the high radiation levels of the nebula.....

Think of it as a Big Tourist attraction, Go to Kusari to see the Arch, Go to Britonia to see the Ruins of an ancient alien Race, Liberty has manhatten the most popular planet in Sirrus, what should Rheinland have, i mean it already has the Ring so???
