It can be done.
Just create a forum where all new posts & threads require admin approval. As long as they are not approved, they will be visible to admins only.

Yea, I like that idea. Would save the PM-ing, although I wouldn't mind a larger CC box as well, good for faction stuff you don't want everyone else reading.
