There are no cruisers which you do not need permission from their respective factions to fly. There are no civilian cruisers.
You will not get a Fearless on the basis of a Lane Hacker Guard, not a single chance until the end of the Sirius. You might just have a slim chance, very slim, of a Corvo if you post an awesome request for it.
I'm tired of everyone asking Zoners for ships and equipment just because they think we are "neutral". Zoners are as neutral as I am a transvestite (humour intended). A Conference gunboat is already pushing it and you want a Fearless class warship?
