Well, you'll need an entire team working on it. You'll need rock-solid design for ships, you'll need artists for custom backdrops (yes, we need more backdrops, kinda tired seeing the same ones over and over again). In fact you'll need a hell lot of things to do, not just an idea but a whole storyline and much more. So either you do it all alone or you can try to make it look appealing and make people interested to work on it. I prefer doing things mostly alone or in very small teams (have been in mod development communities myself, mostly as a level designer, unreal engine stuff) with a thorough design document explaining every little piece of what has to be done and how. So if you want it to be real - start a design document, otherwise thing will end up nowhere. Ideas are just ideas. You have to implement them.

african doesn't make sense. they don't have the technology to build spacecraft. there were no scandinavians in the rheinland. look at any rheinlander name. none are Scandinavian. the coalitition has earth, and they are living peacefully in communism. they would have no reason to leave, even if they could find the others.

No need to add a new house.
It might be a place where factions fight for control of that space. Like Outcast - Corsair wars, or Bretonia vs Kusari. Adding a new house off the air would just spoil the fl universe look and feel.
