It was in .83 Gurjiv:PI was there too. I think it was a few months before .84
I'm up for it. And yes, disabling the Pvp is a good idea.
As for disabling the NPC, it MIGHT be possible. If an admin can update the server itself on the fly we could possibly remove the patrols. Or, reduce the NPC levels and AI levels (so they don't hurt and don't aim well)

NPCs wouldnt show up on a full server so thats a null issue anyway if we get 200/200 to show up.

NPCs do show up on full servers.
