Hessians, though, they may have been good people with good intentions 200 years ago, today they are slavers, and pirates of the worse description. They are not the good guys.
they want a quick buck.
they are dishonest, dishonorable thieves.
they are engaged in a bitter war with the corsairs, and are losing.
they have hardly the resources to expand across sirius, they can hardly defend themselves.
elite...well, wont it be ironic, when you aren't great fighters?
this faction needs an extreme rewrite.
its true, you can have multiple factions.
but, it better be a good one.

I can't understand the nonsense about AW in the middle of your first post and it doesn't belong in a serious player faction proposal.

And no, the Hessians are not a Sirius wide faction. They have no interest in Liberty, Bretonia, Kusari, Taus, etc. If you want to be Red Hessian, your RP would dictate that you are pigeon held into Rheinland and the Omegas.
Thirdly, what is all the rest of that about. Sounds to me as if there is no intention of making this RP at all. First of all you bash AW by calling their practices absolute {expletive deleted}. Then you go into detail of how its ok to just kill each other and fight oorp because it is fun. Do you really need a faction in order to do that? In fact wouldnt it be better to just be individuals and do that? Not to mention that this is the only portion of your clan that you go into any detail on.
Im sorry, but this sounds like noting but a PvP faction as opposed to what all factions on this server are supposed to be: RP. This didn't get shot down the first time because it was Outcast, it was shot down the first time and is going to be shot down this time, because it doesnt work.
Oh and just to rebuttal your point towards Duke. He had co-founded Epigoni and then later joined RHA. Perfectly within rules. Also the Epigoni are now part of the RoS and not their own faction.
