An official faction leader must post the request, but the final user can be basically anyone with the creds and the rp background.

Originally meant to curb the glut of SRP requests because everyone and their mother thought they were special and thus needed an SRP. It's not a status symbol.
Since the SRP request system is sickeningly broken, the faction leader thing is more of a guideline than a hard-and-fast rule. It couldn't hurt.

It just creates work the admins apparently don't want to do.
And are apparently to lazy to allocate to someone else.

It is different to loose 4k-5k cargo after 15-20 minutes then to loose 40k after 3 hours, don't you think?
