It is sad to lose yet another transport and so many lives, it is clear from the evidence you provided, that there is no sign of any shots fired. Also judging by the shape of that transport ship, I believe it is an unarmed vessel. However I cannot be certain on this, I will forward this on to my Secretary of Internal Affairs for a thorough investigation.

Those are sad news, no matter who shot the innocent people ejected by that vessel. As Miss Wolfe had already stated, by the gun cam shots there is no clear way to say who fired the shots and killed them.
Anyway, my departement will have a closer look on this. A report will be made after the investigations to start trials if necessary.

The matter is not that simple after all.
You say that captain was "ordered to drop cargo". We are not talking about some ore, machinery, artifacts or whatever you in IND are used to deal with. We are talking about over two thousand passengers. Complying with demand to jettison them is a criminal negligence, to say at least.
From what I can gather, your captain dropped these passengers in a cowardly attempt to save his own skin and ship. Explain this.

IND vessels do not answer to Spa and Cruise on matters of internal policy. The vessel in question had actually stated, categorically, that it would destroy the ship with or without compliance.
There was every reason to presume that they pirate in question would sieze the passengers and ransom them. It was that or risk them when the pirate blew the ship sky-high. No one could expect the pirate's dastardly machinations.
