I am Glad that we could have such productive dialogue. Your Highness is extremely generous and reasonable in his offer, however there are a small number of issues which must be ironed out.

The Leeds border with Magellan is a constant source of pirate activity, as much Libertonian shipping passes through the area using an ill-advised shortcut from the Leeds and Cambridge systems to our own space. As such we require that the vessels and equipment we supplied to Bretonia be able to operate in the Leeds system to safeguard Libertonian interests in the area.

We appreciate that in this regretable conflict, a Kusarian pilot, if faced with one of the Liberator light fighters currently in the Bretonian Armed Force's possession, would do his duty to Kusari and Your Highness and open fire. To ask the Bretonian Armed Forces to not defend themselves in such situations would be extremely detrimental to Liberty's neutral stance in the conflict between the houses of Kusari and Bretonia.

Mr. McKay,

While my tone here may be conciliatory, do not think me a fool. Deploying military ships and weapons into an ongoing war zone is the choice of the government of Liberty. It is one that clearly does not show a desire to maintain neutrality. BAF ships in Leeds will be used in combat with Kusari. You are or have supplied ships that will lead directly to the deaths of Kusari solders and citizens. This is not an act of neutrality. I have tried to be conciliatory, but you know as well as I, that there is fierce fighting in Leeds between Kusari and Bretonia in the vicinity of that very jump hole. These ships might as well not even be assumed to be guarding the jump hole, but instead defending planet Leeds. This is a direct violation of any kind of neutrality. To deploy you ships, into a war zone on one side, can really not be considered anything but an act of war.

While we are willing to talk and try to come to a reasonable solution for both sides, we will not sit idly by while you supply forces to defend our primary target.

Our proposed cavaet to the Bretonian government asking the Bretonians not to use the various craft and equipment (with which we have supplied them in order to defend Libertonian interests outside our borders) in certain situations would, we hope, prevent any unnecessary loss of life to either side of the conflict.

However the onus on that matter is simply down to the Bretonian's respect for our wishes regarding that which we have supplied them. As I am aware, the warzone itself is isolated largely to an area extending from the Tau 31 jumpgate, encompassing the area around LD14, Stokes and some distance along the tradelane between Stokes and Planet Leeds itself.

The combat area does not include the Magellan jumphole, Edinburgh jumpgate, and area of the Leeds system south of Planet Leeds.

Perhaps a request might be sent from our government restricting where within the Leeds system the vessels we have supplied Bretonia with are to be used, hopefully ruling out any unfortunate incident, without compromising Liberty's interests in the area.

Mr. McKay,

It seems that we have gotten to a extent of detail in these discussions that I tend to think is not effective over long range comms. Maybe part of the problem here is that we are not closer. I have been invited to Rheinland many times, but not once have I been invited to Liberty. Possibly with high level talks, we can settle this issue, because as it stands right now, we are making very little progress.

Mr. McKay, I await your next transmission, but as I said, I am not inclined to continue these talks over the neural net channels.

The goal of the Libertonian government is clear. The embargo will stay in place, and my government will be discussing further steps to be taken.

We completely understand your concern regarding the ship that was spotted in your sovereign space, flying under Liberty flag, and Liberty Security Force insignia. We do indeed admit it was a real Liberty ship, with a Liberty Security Force agent on board.

The agent's name is Bernard Matthews. According to our reports, the agent's behaviour had been lacking for the last months, which had led to a demotion and a suspension. Unfortunately for everyone, after returning to active duty, he disobeyed the standing orders and decided to venture himself, without approval, into Kusari territory. This action is in no way endorsed by the Liberty Government, and is in fact being dealt with.

However, as a token of good will, we are willing to turn him over Kusari's justice once he faces the trial on Liberty. Of course, as a Liberty citizen that he is, we expect him to be given a fair trial by our government and the suitable treatment which is expected to be given to any government agent, including but not limited to his physical safety. Once the trial in Liberty is done, and these guarantees are agreed and also endorsed by your government, we will be able to discuss the protocol to transport the prisoner to Kusari.
