No, Cloaks arent very hard to do.
Its just illogical dumb ignorant fear that keeps things from progressing. The same with Nuclear technology IRL.

But I don't think the devs will give "us" traders the ability to cloak ... although THAT's probably the best defense a trader can have ^^
