Most notably no trading for free users. To prevent bots, multiboxing, mass farming.

Yeah you need a free Steam account and the Steam program running to play TF2 free.
Steam handles TF2's friends, patching, server browser, and anti-cheat. Hell of alot better then some of the half baked or zero options other free to play devs give.
