Junkers are indeed the last in the chain. But not only.
Their rumours and base descriptions tell you that they're in the smuggling business as well. And those texts are even from vanilla FL.

And, basically, shouldn't you apply the same on a generic Smuggler? He as well should be treated unfriendly by Corsairs when scanned with Cardamine and vice versa. In my opinion, the Junker ID is a "better" smuggling ID.
Maybe it's just me not liking generic IDs though.

Well, there we agree, yes.
It's much better then Smuggler ID, because BHG and Hogosha can blast him to pieces without even scanning.
Much more in RP.
I'd make a Hogosha artifact smuggler though;)

I just had an encounter that I would like to chat about. My OC was pirating in Honshu when I came across a guy carrying Diamonds. I asked him to donate and he told me that I couldn't tax him because he was a smuggler. Now, he had the smuggler ID, but he wasn't smuggling at the moment, AND I have never seen this guy in Alpha grabbing some Cardi.

Later I tried to tax another guy, only he had Niobium but still the smuggler ID. He started shooting me so I destroyed him. He then told me he was going to report me because I wasn't allowed to tax/destroy smugglers....

?? any thoughts?

Mine: Even with the smuggler ID that doesn't mean you ARE smuggling, and unless I see proof that you carry Cardi I am going to treat you like a normal trader.

Unless he has smuggler ID and Outcast tag... blast him...

The part that I like most is when I stopped a trader ID/no tag ship yesterday.. and he goes: "I'm in the RoS"...

Aaah, I hate that. Unless your character is actually, really, truly, in all honestly somehow related Roleplay-wise to your trader there is no excuse for that kind of thing...

...which is how I get away with it on Old Eppy:lol:He's Sarah's Grandfather by marriage, and a friend of the family. By friend, we mean...economics and trade liaison. That's it. Now, see, life is better for those of us who Roleplay, because at any given time we can simply have the members of our given faction give the offending a ring and say "Quit it it or I'll nail yer bleedin' head to the floor!", and nobody can go after you for it. There ARE advantages to Roleplay!
