It's the same stuff mate. I've witnessed both sides and I can say that this problem is almost impossible to fix, or very hard. And yes, I'm talking about the olololo caps.

Sorting out events as outcasts and corsairs is hard. The official factions have attempted this in the past but its horrible to manage events as they easily get flooded with LOLcaps. I must say, there some great players with caps out there that try to actually RP. But yes, about 50% of corsair caps is still OHOLOLOLOL PEWPEW!
Most official outcast and corsair factions have been busy with other events and activities in the last few months. Activity in the omegas and taui's has sky-rocketed.
If you have a good idea, feel free to share it and poke some of the official factions to see if they want to attend. And yes, I also agree that ONLY large scale combat in ETA and THETA is not the only kind of events we would participate in.
