your neutrality with the Farmers puzzles me. We fight along side the KNF against the Britonians, the Nova's and Mandilores. We are also a legitimate political party in Kusari, a memebr of the Farmers Alliance is currently the leading canidate for the seat of Governor of Kyushu. Also we are supported by the highest levels of the samura, who in many ways control the government. We are active and patrol large parts of Kyushu, NT, Honshu and sigma 13.

Proposal for a new Kusari Faction

Kusari State Police

1) Introduction:
Kusari is a well known sector of Sirius, and is the main northern portion of the 4 lawful sectors. They are a free but fair nation, offering sanctity and safety to all within its borders. That is not always guaranteed nowadays. Due to an uprising in pirates throughout Sirius, a new fleet of Kusariite fighters must be brought to arms. This is the Kusari State Police Force. We are a strictly lawful faction, suppressing all smuggling and illegal activity in Sirius, as well as protecting its borders and destroying the Blood Dragons, Corsairs, Queen Carina forces, and all other enemies. We stretch ourselves as far as sigma 13 to the Tau systems, until our border is within reach. We generally live in Kusari space, leaving only when engaging a running enemy. Our allies are of course are the valiant Kusari naval forces, and the occasional Hogosha, who have shown substantial loyalty when Kusari needs it most, though they have their illegal activities as well. We also offer protection for traders until we reach our borders, anyway. Samura and Kishiro are our primary source of supplies and one of many trading factions we protect. We do not partake in the wars, but many of our officers are ex-navy.


2) General information:

Kusari State Police Are specifically limited to Kusari originated ships and weaponry. Most of which is easily obtained. We will fly using KSP Tags and IDs. They may use whatever armor upgrade or kusari weapon of their choosing, granted it is proper level and actually useful. Being a Police we heavily enforce only the use of these ships, weapons, and tags, and guns in our faction, but we also allow civilian weaponry and some nomads (limited). Codenames are allowed as well. We are allowed 1 destroyer as a police faction, and that will be all.

3) OOC description of activities:


As stated before, we are a full police force discouraging all illegal activity in kusari as well as aiding the enemy. We stand proud with our kusari heritage, and display our loyalty and power only achieved by that of a kusariite. We answer the call of our allies in need as quick as possible, as often as possible. Unless aid or force is required outside kusari, we will not stray from its systems. Smugglers will not get by us without paying the ultimate price. We are also very strong against pirating throughout our systems, and well kill on sight if any pirates are located, regardless of any other detail. We do not hesitate to fire upon any hostile factions, but are easily capable of controlling a situation without force, granted the problem is not a direct threat to us or our allies. Our pride is shared with the members of Samura and Kishiro, who we fight to the death to protect, and to an extent with the Hogosha, who despite unlawful activities and such can only be described as A way of life And are not considered an enemy to Kusari, because their activity is necessary to keep Kusari in balance.
In desperate times, we can call upon their aid.
We keep mainly to the protection of Kusari and plan on slowing the bloated import/export between us and Rhineland. Certain affiliation will be required for the import/export of Diamonds and Niobium between Kusari and Rhineland. On top of the requirements to hold that cargo, any illegal cargo will be removed from the holder, and the holder can be escorted out of kusari if necessary. They will of course be attacked if the demands are not met. Requirements for holding certain cargos, as well as an agreement through imports/exports are still being worked out.

I do believe that it should be upto the KNF also to have a say in this matter aswell. (aka Lotek_).

My opinion:
Also this would be more appropriate, considering the Chimaera is a second generation Very Heavy Fighter developed specifically for the war with Bretonia.

The KSP should mostly use the Wyrm, with some exceptions for the Chimaera. Take a leaf out of RFP's book, they have a really restricted list. Leave the capital-wasting ships to the Navy, the Police are their to uphold the law.

I see we posted around each other, Bass_Masta. I like my organization better than yours, and I since I have already said I could not have time to lead a faction of my own, one Machi-bugyoh seat would be yours - you and me being the ones that are pushing for this.

I am in contact with Mal^666 and Lotek_ via PM.

As for capitals - this is a police force created in the image of the shogunate samurai police. Each and every doshin is, rather than equal to a western police officer, equal to a merge of local judge, magistrate and officer. Also, the State Police should be able to police the samurai, i.e. the KNF. Cannot very well do that in a Wyrm.

My intention is that Dragon fighters will be the mainstay, and that it is mainly the Doshin characters that will be seen - but when starting, we will need to force order, so I expect a couple of Yoriki will be around as much as possible until people stop bringing any battleships or other unfriendly capitals into Kusari.

I will create a new draft in an hour or two, merging some points into a shiny new one.

Naming convention: IJN small ship names, for example my Gunboat is named 'Tachikaze', meaning "The wind of a sword stroke", which was the name of a destroyer(-class). Look up IJN names and naming conventions (DONT use the names of well-known navy ships, or any BB,BC, CA or CV - leave them to the KNF if they want them). So, if this beccomes real, my Yoshin character's ship will have the callsign [KSP]Tachikaze

Internal organization
The Kusari State Police are headed by two 'machi-bugyoh', who serve as judges, magistrates and chief of police.
They are seconded by a small number of assistant magistrates, the 'yoriki'.
The 'regular' police officers are the 'doshin'.

The Machi-bugyoh are directly responsible to the Imperial Court, and they are high-ranking samurai that apart from judging can also set state policy.
Machi-bugyoh never venture outside the core systems, and whenever they are space borne, they fly destroyers with heavy escort.

(For RP reasons, they should only be brought out in-game for special events or when pirate or terrorist captial ships penetrate to the interior - so, mainly a forum presence and a threat. The rationale for giving them capships is that a Machi-bugyoh are next to the Imperial court and should command absolute authority and an army of samurai bodyguards of his own. A cruiser is a handy substitute.)

The Yoriki are assistants to the Machi-bugyoh and are responsible to take care and command of day-to-day affairs. The Yoriki are also the executioners of the KSP, and because of this, while being high-ranked samurai, are banned from the royal court for social stigma. They would be the highest ranking KSP seen regularly in space, flying gunboats, advanced heavy fighters, or occasionally bombers.
(Yoriki players should also have a Doshin character)

The Doshin are the patrolling police officers. They patrol the lanes, enforce the law, and deal with the delicacies of implementing Kusari politics in real life. They fly fighters, and can recruit any Kusari citizen for temporary duty. Although lowest in rank among the KSP, they are samurai and so outranks any corporate - at least in theory - and any gaijin in theory and in practice.

Relations to the KNF

With the war, resources as well as authority passes to the military, whether the KSP wants it or not. Still, internal security is a State Police matter, not a military one.
The Navy is, of course, in charge of the frontier systems - Hokkaido beyond the gate and Sapporo, Taus beyond 29, Sigma-13/19 beyond the trade lanes. There they control contraband, meet threats to the state, set policy, and do whatever glory boys do.

In the interior, though, the KSP set policy, control trade, and fight piracy, insurgents and smuggling.
If a Navy officer finds police work in the interior - turn it over to police if possible, otherwise handle it according to police policies and file a report at the KSP. Likewise, if the KSP meets military threats, they must turn it over to the military if possible, otherwise handle it according to navy policies and file a report. The Navy has full authority to police the frontier systems alongside with the State Police.

KSP set policy on contraband, trade tariffs and licenses, and who is allowed and not in the core systems. The Navy decides who is allowed in frontier space.

In any joint venture, the highest ranking samurai will assume command (since the KNF is both the Machi-bugyohsho and the metsuke or we need two KSP factions :rolleyes:). The Machi-bugyoh will yeild only to the commander of the KNF (same rank, but any operation where the commander of KNF is involved is certain to be a military matter, at least in scope), or to a direct order from the court of the Emperor. The Yoriki will yield to an Admiral or a Commander. The Doshin will yield to a Captain.

Note that this is the rules of rank, but the police are expected to yield to the fleet at the frontier, and the fleet is expected to yield to the police in the interior and in civilian matters, as well as when a KNF Officer is under investigation. For a police officer to pull rank to boss around KNF squads at the frontier would be impolite, and sure to be punished by the Machi-bugyoh, and vice versa for an navy officer in the interior.

The Navy and Police share a common list of unwanted individuals (KoS list).

Bretonia companies forced out of the country, shot if not complying. (supplying deuterium - escorted to Honshu and back out)
No Engine Components, H-Fuel, Optronics, light arms or military vehicles may enter the Taus beyond 29 except for with military or police escort to make sure it will not end up in Bretonia.
Military vehicles and light arms may only be hauled by Samura, Kishiro and GMG (PC faction or ID+IFF).
No foreign capital ships (destroyer and above) within the core systems (Tokyo, Honshu, Kuyshu, guard systems).
Artifact trade forbidden. Hogosha artifact smugglers are politely ignored as long as they don't flaunt it.
Cardamine trafficking forbidden. Smugglers are fined and turned back.
Slave trafficking forbidden, smugglers forced to drop cargo.
Counterfeit software forbidden, Hogosha, again, ignored.
Synthetic pot forbidden, Hogosha... you guessed it - ignored.
Defaming the State or the Emperor or insulting a samurai's honor (all KSP/KNF officers) forbidden and fined or paid in blood.
Succeeding in resisting arrest leads to KoS list. Removed from there only if original fine is paid, fine for resisting arrest is paid, and RP while doing it is at least ok-ish.
No foreign police or military ID:d vessels allowed in Kusari except if invited by their Kusari counterpart - and in that case they ought to be escorted.

Plans:
Intention of licensing export of niobium and import of diamonds to disrupt the dual-way NT-NB route (only allow license one way to same corp/faction).
No Nomad licenses, no gun-dealing licenses. Trade away!

Funding
Funding of individual pilots, missions and percentage of fines. Funding of (exactly two) Machi-bugyohsho capitals and eventual sign-on bonus for recruits, the remaining percentage of fines and licenses.

Equipment
Strictly Kusari equipment. A few gunboats, chimeras and bombers flown by the Yoriki. Doshin fly Dragon or Wyrm.
Two machi-bugyoh destroyers when there are funds. (in-rp, they already exist, of course)

Just a quick suggestion: Change your reputation with the Liberty Police. Liberty disagrees with Kusari about the Tau war, and they support Bretonnia. So the relationship between Kusari and Liberty should be tense, probably neutral.

Ops, was not aware of that. I assumed there were some cooperation regarding the Cardamine traffic - it funds the Outcasts and goes through Kusari space, but it ends up in Liberty. Sharing information between the organizations seemed likey.
