Get the results from a test run with that by following the instrucitons in the thread I linked to, and post them here. That'd help us a lot with figuring whether the issue is with your computer, your connection, the server, or something in between.
By the way - is your computer connected to the internet through a wireless network? That can often be the issue in cases where you've got high packet loss. But please run WinMTR and we'll know for sure where the problem lies.

It is not the server. I have great ping,and 0 loss for month's now. I do see others lagg in game from time to to though. Might just be location relitive to the server location.
