What about Plasmas? They always seem underused to me.
LN and RM have them, but they are usually dumped in favour of Debs, Vipers and Vengeance.
Gallia has some, but... its Gallia.

I'd go for a Tachyon or Neutron civvy gun series since we already have a Plasma/Molecular hitter in the Purple Godess series.

I would wish to see either 3.03 or 4.00 at 700 ms speed. Tachyon guns could work for that.

5.88 guns still fire pretty fast, I was hoping more for something along the lines of a 4.00 or slower for a new civilian gun if it was introduced

I was thinking more along the lines of:
Neutron, 3.03, 650m/s, 550m range, good efficiency (4.3 damage per energy spent). This takes into account all the facets currently missing in civvy guns: Slower projectile, better efficiency, shorter range. And should still balance out well at around 2K in DPS. It'd be a fighter weapon series though, designed for close range, heavy hitting.
I've already submitted stats for this line weeks ago. It'll be taken into account for 4.87.

3.03 Civvie guns? I'm all over that. Would be a nice break from the norm in comparison to flash points and chain guns. The fact that they'd match 650m/s debs perfectly makes the prospect all the more awesome. Whilst I do enjoy chain guns in that they allow one more chances to hit the target, sometimes I just have to have something with more "Umph." A 3.03 available to everyone would allow me to do this on any character I want, instead of a select few faction characters.

Yes more "independent" guns please. And slow (but not too slow) firing rate would be ideal. 3.03 or 4.0 to add a bit more variety. Make them ineffective, nerf their damage, but for the love of god give us more options!
