It's not technically in the sigmas, but it's right next door and isn't part of Kusari: there is a certain base in Okinawa that is at defense condition 2, freeport mode. Sells all the generic IDs (and buys all IDs so you don't break the multiple different IDs rule) and advanced cargo scanners, and soon cloaks - just putting that out there.
