Just an idea on making it more possible for people to read the rules:
Could it be made a commodity, like the Sirius Credit Cards, be on the startup starflyer and when the player clicks on it, he gets the rules (and/or whatever info may be usefull) in the commodity ID card? Let's say it can be sold for 1k credits? It's educational and gives the noob 1k free credits :)

that would be useful so people who enter the server before the forum can read the rules. And the excuse of "i dont know the rules" wont be valid anymore...

Unfortunately, I cannot do that. The mod is not server-specific and other servers might have different rules, and for singleplayer they are not needed at all.
