I expected a lawyer style verbal counterattack and you did not fail my expectation, honourable Gina Kumo.

I only have the following to say:

This is not an official IMG statement.

It is my personal experience and no lawyer's talk will change what happened.

It was my shortcoming that put the transport and its crew into danger, you are partially right in placing some blame on me.

But this small mistake would never have resulted in a dangerous situation if Itabashi defense grid worked correctly. And this is your responsibility.

About your request for details: I am not willing to get drawn into your lawyer games. I would lose, whatever I do. So feel free to claim that this has never happened and it is fabrication.

But: The truth is for everybody to see, if you want to see it. You know that this story is true. And you know that this is only one story out of a few hundred.

Let me ask you a question: Did the Bumblebee transport and his crew deserve to be fired at?

I am sure there is a lawyer answer to an easy question like that, but I am not interested in lawyer talk. I just hope that this madness ends. And I would hope that clever people like you would help in ending it, instead of defending what is clearly wrong.

If you do not know of me already, I'm Taro Katsuo, one of the Guild Masters of the GMG. I will speak on behalf of the Guild.

It is true that the Guild was contacted earlier this year concerning the Hogosha control of Itabashi. An "offer" was made by the new owners, and needless to say, it was rejected. The GMG are not just any fools that are easily extorted and bent to someone else's will. And to have the audacity to call it a 'treaty', laughable at best.

The Hogosha tricks are not new to us, as we have learned the hard way of trusting them in the first place, it was a high price to pay. Gina-chan, you claim that the station defenses are used against Outcasts and Blood Dragons, yet undoubtedly more GMG vessels than pirates fall prey beneath the platforms cross hairs. Unsurprisingly, by harassing our transports, it only confirms that it's another plot by the Hogosha to force us to yield to their demands. It's nothing but simple extortion.

And your malicious comment about GMG and Blood Dragons relations are nothing but slander. Though your defamatory statement could have been a lot worse. At least you didn't fabricate a story involving Corsairs, since everyone knows that one must be lower than a neutered kaishi to even consider dealing with those barbarian cretins. Now that would certainly have been offensive!

It is in GMG interests that New Tokyo trade traffic remains open, and certainly unregulated by unscrupulous gangsters "gone good".

As an independent voice I'd like to throw my two cents into the ring over this issue which seems to be causing the Kusari Government and people so much angst.

As a Zoner I often fly through Kusari and always check that I have the right paperwork to avoid trouble at Itabashi (same as other places I travel in Sirius), consequently I never have any problems and am grateful for the protection offered by the Base.

My view is that this bit of administration is every pilot's responsibility to himself, his crew, passengers and cargo owners. Any pilot not taking care of this is a fool and if he gets his ship blown up by Itabashi Base, then it should be regarded as attempted suicide and his insurers should refuse to pay up for the damage. Simple.

I mean ....... that would be the verdict if you decided to jump off a 30 floor building, right?! And who would then petition or demand to get the building demolished? No one.

The Hankyu was nearly blown to hell upon undocking from New Tokyo after a long shore leave as it had no idea that this base had gone Hogosha. It was a police base upon start of our shore leave.

Am I correct in thinking, in that case, that our fair nation has reverted to the barbaric principles of 'guilty until proven innocent'? The fact that your station's gunners will frequently attempt to murder commercial shipping captains by default - who obviously provide absolutely no physical threat to the installation - is an affront to the Kusari concept of justice.

The fact that you say that these captains must contact you in order to be placed on a special list in order to be overlooked is tantamount to extortion. More fool to whoever decided the Hogosha were capable of enforcing the law - if that is a crime we can lay at the feet of our current regime, so be it. That is a mistake they will have to rectify. Any justice that comes from the Hogosha will be lop-sided and self-serving at the very best, a throw-back to our inglorious Imperial days.

By your own admission, a fair compromise was found with the installation of KNF targeting transponders. Why would this compromise have been rashly thrown to the wind by your partners if not in an attempt to victimise their competitors for the Hogosha's own greed and gain? The Hogosha should comply with these demands immediately, and have their title as law-enforcers stripped post-haste.

Ha! I see politics still play that game where they believe their rule extends beyond the surface of the planets they inhabit. Space is a dangerous place my beloved sailors, if you think your measures make it safer, you are as blind as a watermelon.

The false dragon society will continue it's race for power elsewhere, as we all know, despite of any measure that the 'governors' of Kusari apply. So will the blessed ladies of the orange dream, and the mighty Blood Dragons. Your smartest move would be to stop pretending you have a House to rule, Yokitara. Kusari is more of a no-mans-land than Omicron Lost.

I am Aiden Harris, Captain of the IND Vessel Exponential Profit, here to 'testify' for Itabashi Station. Since the beginnings of my travels through Kusari, i have travelled through the New Tokyo Sector frequently, especially by Planet New Tokyo. I have double checked my logs, to be 100% sure of this, and i assure you, Itabashi's weapons systems have not once fired upon me, neither has the Black Dragon Society ever threatened me in any way. I do not see a reason to overturn the past decisions now, as i , and many like me ,have never experienced aggression from Itabashi, or the Black Dragon Society toward us. Quite on the contrary, Itabashi's staff has been friendly and helpful through out my travels, and it is a shame to now see these accusations against them.

While it is true the Kusari State Police sold Itabashi Station due to a financial problem, it in no way regrets the decision. Space is a dangerous place, and taking the claws from Itabashi is a surefire way of leaving New Tokyo Vulnerable again. The Kusari State Police fully support the Black Dragon Society as an Honorable Corporation in which it will protect the best interests of Kusari Commerce. [The Black Dragon Society] has stated time and time again that it has no qualms with Green listing anyone who's reputation is less than savory with the Hogosha as a whole. As this has been stated, I, Naoya Imai, Support the Black Dragon Societies continuing presence upon Itabashi AS IS.

My office is not taking questions at this time. Feel free to leave messages, although I am a busy woman and cannot guarantee a Response.

I am a lawyer, this is the most likely reason you feel that I sound like one. I have already stated that Okane Financial's legal department has been retained by the Black Dragon Society so being an attorney should be of no great surprise.

I must say that I do find your story interesting, but my client is paying me to deal with facts. I asked for evidence of the incident so that it can be investigated for facts.

Is there photographic or video evidence for this story? Was there a report filed with the Black Dragon Society? With the Kusari State Police? With the KNF? With anyone? As this case will be moving into a court of law, it is facts that must be dealt with.

As you have provided no detailed evidence of the incident I cannot say one way or the other. The station fires only on those hostile to it.

Let me put this another way. It is well known that the IMG and the Outcasts do not like each other. Outcast ships are often considered neutral in Bretonia space however. If an Outcast ship is legally inside Bretonia and an IMG base such as Falster, Cardiff, or the Hood fires upon it...does that ship deserve to die?

If yes because it is hostile to IMG then that is fine, and the BDS station doing the same to those hostile to it should not be of concern.

If no because that ship is legally in Bretonia space, and the base fires on the ship anyway...would the IMG be willing to turn over their base to the BPA with no compensation received in return? I highly doubt such.

it is a given that the GMG is hostile towards all Hogosha outside of House Kusari space. It is also a given that GMG attacks Samura shipping similarly. What happens outside of Kusari borders is not something I am concerned with. How the GMG chooses to operate in its own territories or those of all Sirius other than Kusari is not a matter for this discussion.

You state that the offered treaty was too high a price? By records all that was requested was a narrow pathway be permitted for the Black Dragon Society to supply a remote Samura installation. It was stated that any deviation from that direct pathway would negate the protection for that vessel at that time.

The GMG made a quasi peace with Samura so as not to have Samura installations fire upon your ships while in Kusari space. The Black Dragon Society offered similar to GMG. That your personal hatred of my clients brings you to decide that you would rather have hostilities over peaceful trade within Kusari's borders is plain.

If this is the case then why not negotiate such for within the borders of Kusari? Or, by open do you mean that is is preferable to GMG to have the planet New Tokyo corridor once again open to daily attack by Kusari's enemies? By your hostility it is hard to determine.

You seem to have misread or misconstrued several issues. For one, Itabashi station while under KSP, KNF, or Hogosha transponder was never set to fire indiscriminately at any random ship. Like all bases within Kusari it was set to fire upon those who are hostile. Perhaps once you leave the university and travel Kusari you will see that automated defenses scan an incoming ship and check for hostile records in the ship's transponder. Once the ship is shown to be hostile the defense grid responds to clear the threat.

That some ships have transponder issues is actually quite common. Thus the Black Dragon Society has representatives authorized to fix these transponder issues located throughout the Kusari borders.

The BDS has gone out if its way in this regard to assist with such fixes, and on occasion even reimbursing ship captains for the filing fees charged by these third party vendors. Even further, for those who have transponder issues that simply cannot be fixed the Black Dragon Society has offered to pilots and companies alike to place their company or individual ships on a "green list" to ensure that they are able to fly safely.

Now, this green list is not a mandatory requirement and there has been no usury involved. Not a single person or company that has requested a green pass has been denied. It is simply an additional service offering to ensure safe and peaceful trade within Kusari.

Thus far only those who choose to be hostile towards Itabashi are hostile. All others have multiple ways of fixing their poor reputations.

The government is demanding both that the defense grid be dismantled and the base turned over to the government. Removal of the defense grid places the planet New Tokyo corridor in danger from Kusari's enemies. In addition, the government does not offer the Black Dragon Society any form of compensation for the value of the station.

We were hoping for a response from the GC and the Blood Dragons, thank you for not disappointing. Yes, it is obvious to many that your groups are salivating at the opportunity that the New Tokyo corridor will present if the government has its way.

This then brings the question of compliance to mind. It does not benefit Kishiro. It does not benefit Samura. It does not benefit the KNF. It does not benefit the KSP. it does not benefit the government of Kusari, and it certainly does not benefit the Black Dragon Society. So, who does it benefit? It benefits the GMG, the Golden Chrysanthemums and it benefits the Blood Dragons. It benefits those hostile to lawful Kusari.

I do find it personally interesting that the Prime Minister of Kusari issues a demand that benefits most those most hostile to Kusari.

It was, from the beginning when Okane Financial was contacted to negotiate the purchase of Itabashi for the Black Dragon Society, a fervent desire to keep the station in Kusari hands and not fall to the hands of foreigners.

Should the Prime Minister change his demand and offer fair compensation to the BDS I'm sure that the Black Dragon Society will not have any qualms in regards to handing the base back to the KSP.

Michael Callahan here. I'm a part time pilot with OSI as a relief transport pilot on the Tamworth and Sea Shadow and an escort pilot.

I just wanted to chime in here and say that I've not seen any problems at Itabashi nor seen any BDS Hogosha trying to force anyone to buy a green pass. What I have seen is BDS pilots sitting on the lanes well before the station warning ships to check their reputations and assisting with getting their transponders fixed. Seems to me that they are being more helpful than most groups i've seen around Sirius. I've had them come to my aid when being pirated when the KNF didn't show up, and I've had them suggest alternative routes due to hostile ships in Kyushu and Sigma 13. While no one is perfect and of course while the Navy and Police can't be around everywhere at every moment, neither can these kind folks. From their interaction it is obvious that what they want is a better future for Kusari. If someone has a faulty transponder, the BDS I have seen have worked overtime to assist ship captains. These are not the actions of a group with malicious intent.

What I have also seen sometimes are ships that this Itabashi station is not shooting at, shoot at the station just to activate the weapon platforms and then scream out in system coms that the base is attacking them. I would hope that the government realize the dedication of this group to Kusari and rethink their demands.
