Looking at that link Snak3 posted and comparing it with the OP I learned that Gallia in fact has like twice as many systems as I thought.

New berlin is big enough unless you plan to put them as border stations or such near the Gates or in the roid field. Otherwise its gonna get crowded.

Gallia still too huge. You just cut out systems that nobody visited ever, how is that going to help bringing activity to Gallia? It's practically the same thing.
