OP's proposition is sound.
So, why is it a problem that Zoners wouldn't be able to jump in their battleships in house space?
It's massively OORP for house bases to sell jumping fuel to Zoner battleships that aren't even allowed to (legally) be in house space anyway - and people seem to circumvent that by having randomly ID'd non-zoner alts to do the actual fuel purchasing.

Freelancers could buy the fuel for Zoner caps...so that's easily workable.
Now....how would a Zoner cap get to Baffin without jumping in/out?

ID limitations are part of our server rules. Different servers may and do have different from ours custom rules and server-side overwritten ID allowances. It's proposal for our server only, not for the entire mod, Lyth.

If I were to make one suggestion to the discussion it would be that it should simple say "Not permitted to fly Capital Ships within House space containing Jump Gates." This permits vessels to fly Magellan->Cortez->Coronado->Baffin->-Tau 29 routes and the like while still being able to fly to Omicron Alpha, Sigma 17 or Provence/Dauphine(BURN THEM) if they wanted.

Zoners are not rep-hacked to gallia, meaning zoners can be friendly at best, but still able to dock - Like i said, the idea sounds good in theory, but doesn't sound good in real. Also, I'd like to know who are these "lolwuts" i keep hearing about, most zonnie caps are usually stuck in zeta/omegas/dublin. Don't blow this thing out of propotions.
