Technically they can the terrorist, phantom and Navy ID's allow the shooting of trader while using Cap ships from what I've seen. One of our S/D agents was on Manhatten adjusting his rep as he was stuck with an LSF tag. Despite telling the Phantoms so, they still oh so quietly shot everything that moved. So all in all I'd say they stirred up more trouble than necessary. But this calls for in-game solution.

Mon'Star = MAYBE ? But I think he got a nice RP behind.
Keepers = NO, don't have any nomad items equiped/in hold, ignore them (don't call for help and don't get close), don't come in their ZOI and you are safe ! That's a lot but I'm pretty fine with my corsair, regardless if they start to help the outcasts now.
Wilde = dunno, the only time i saw them was when i was on my trader, so KILL KILL KILL. I'd say MAYBE like Mon'Star

Phantoms have a RP that allows that behavior. They even have their own NPC faction.
About the LSF/LN; It was their slack period I believe. The time of night most of them aren't on.. Phantoms wouldn't be too smart if they were to attack when there was 12 LN, 4 LSF, etc. True, waiting for them all to log off would be pretty cheap as well.. However, even if there was equal numbers of LN as Phantoms, response would still be slow because many believe in the hype that surrounds Phantoms. That being that they are great pilots (which they are, don't get me wrong), but most people take the rumors too far and have an actual fear of fighting equal or greater numbers of Phantoms than they have on their own side.

I'll say that I was specifically targeting a certain individual in the system... Since I recognized it as something I missed from a long time ago, the Jammy Dodger. I spent a good long time circling New York to kill Roddy and Rita. In any case, we never camped a base, we took trade lanes only about half the time, and I specifically didn't kill the traders (me=Osiris)... Usually. I just took a couple shots to get 'em moving. However, my fighter pilots... Eh, I didn't tell 'em not to kill fast enough. Its too bad there was such a low LN turn-out, I guess just bad timing.
There were only three of us... And, more importantly, bashing what we do won't make it better. How about constructive criticism if you don't agree with what we are doing? . . . And no, Phantoms aren't going to stop killing Transports.
S/D, I think I missed the message where you said you were rep-fixing, apologies.
KoF guy... I don't know why you thought you could talk to a Phantom as a member of... Universal, was it?...
No one else stood out, except a battleship that got away from me... Too bad.

Also, I am not personally friends with many of the newer Phantoms we will be inviting. I only know them through their RP in-game and on the forums. And rumors about their skill, of course. They were deemed worthy, they will join our ranks.
