You must remember one thing.

Given the current wording, perks require activity. If they are handled how it looks like they'll handle them right now, then no "dead" faction will get the perks "to better the faction itself".

Yeah and what about active factions, they still have to wait like everybody else. I haven't seen such an exception anywhere, so dead or no dead they all have to sit and wait ( again )

Some have been around for years and did tons of roleplay - a little retroactive support shouldn't hurt

I must +1 this.
Also official faction proposal should include ID and Perks so the new official factions get 1 perk from beginning as well.

That is the faction's fault.
I will repeat myself. There is no excuse for a faction not to get 24 hours in a month.

You log a character for 15 minutes for 4 days out of 30 and you get 1 hour.
Log a character for 15 minutes every day and you get ~7 hours.
That already is almost a third of the time needed online.

If a faction cannot uphold that sort of activity with 5 faction members, it means there is something wrong with the chosen ID, faction write-up, recruitment, faction leader or something else.

It means that the faction creator/leader must take a step back and observe his faction from a practical standpoint. "What am I missing? Why can't I attract new members? How do I make my faction more interesting."

If they see it is the fault of the ID, bring it up with the devs and ask how it can be made better. With the new patching system changes in trade runs and such can be done on the fly. In most cases the lack of activity is due to the members and leader themselves. Sometimes it is the ID and the location it has due to overall inactivity in the area.

Right now all faction leaders have been given tools to combat this. How about they stop whining about it and use them.
If a single faction leader cannot devote enough time for their faction, get a 2IC. Look at your faction, find the most invested person and ask for advice and ideas.

Bloody hell, is it really that hard that it constitutes a "I can't do this, so nobody else should either." attitude?

EDIT: I must stress this.
The update will focus on helping faction activity.

If you think that any of these changes will not help your faction or do damage to it, go and talk to the admin team about it. Let them help you find a compromise. Effort is rewarded.

It always is.

Just show that you have effort instead of whining how others should not get something because you yourself aren't able to.

I'm gonna +1 this as it was the attitude I used to approach faction leading. If something wasn't happening I made something happen (usually a war lol). If something needed changing to improve I bugged and bugged till it got changed (IDs, ships/or removal of, equip etc...). If some co-operative RP with other faction leaders was needed to change the map for traders, sure (opening of Sigma/Rheinland border). If the faction leader isn't gonna care, who will?
