you were close on the tar, but as you can see from the quote above, maryjane compared to cigarettes with the lungs, theres close to the same effect but you WILL die faster from cigarettes then weed. NEVER have I heard about someone dying from smoking too much Marijuana and I probably never will.
To put it simple, marijuana is the least dangerous drug there is. Hell, its less dangerous then alcohol and cigarettes.
Now, Kudos to you Jake for doing a small bit of research before posting, although the 4 times more part is a lil off......and same with the 3-5 in the quote above. What makes me think is that fact that NO ONE brought cannabis seeds with them to sirius? Hemp rope would be one of the first things I would think to have available to me when restarting a society regardless of the tech available to me.

Personally I don't think its a question of whether its right or wrong to have it Contraband. We have what, four contraband commodities? Not a lot of options for smugglers...

actually are't there a lot more than 4 contraband commodities coming up in v.485?
under the proposed ID rule changes (ask for link, its in the RP mod discussion section), i think certain commodites are given to specific House IDs to control. things like diamonds will be classified as contraband by certain houses (i think... Dragons, not sure)
