from overall-game-view the faction might maybe be quasi-lawful.

from the view of all/most of the inhabitants within claimed systems it is clearly UNLAWFUL.
none of the inhabitants or "authorities" there will welcome the core as a liberation army. therefore i voted "other".

maltese nation, corsair empire, zoners, order and nomads (did I forget anyone?) will always see them as the foreign aggressors -and maybe invaders- they are/wanna be.

they might eventually be lawful from a bretonian/rheinlandic view...

I think Quasi lawful, as in similar to Junkers "Lawful when being good".

The Core started out as a kind of government backed "evil corporation" (or corporation without conscience) - but strictly lawful from the point of view of Liberty at least.

In its original form it was meant to be sort of a Black Ops unit. They would go where liberty, not even LSF can go - and do what those cannot do. - When caught red handed - Liberty would deny any involvement or responsibility.

In the first draft of the Core - the BHG capital ships were build by Liberty shipyards - also in Alaska - and use the Alaska route to travel to the Omicron region to gain access to alien samples.

Becoming enemy with the Order was coincidental only - because the Order happened to entrench itself in Minor, which happened to be in the BHG Core pathway to the Omicron region. The Order as an organization that had just recently uncovered a government conspiracy from within was not too fond of yet another Black Ops unit and so the two factions kind of became Counterparts of one another.

In those days it was also important that there was NO Core infrastructure across Sirius - Core ships would appear in force, do their dirty deed and vanish in the Black Hole which is Alaska Zone 21. Their ships, being the latest design were unlike other factions ships, unmarked but high tech. Founding comes from the BHG but also from Liberty officials.

The above was the original concept of the Core - it has deviated greatly from that concept though - so today it is hard to tell what they are.

But if going by Igiss original plan, they were covert operatives with obvious ties to Liberty, but unproven/unprovable.

This version actually sounds quite awesome than the current PMC one )))))

I would have to say quasi-lawful but only because they consider themselves lawful and the houses tolerate them. If you lived in the Omicrons though you would probably consider them a wolf in sheeps clothing.
