Freelancer, Blood Dragon, Outcast, the various militaries, Corsair, Bounty Hunter (I think), etc. Some do not. Whether or not the regular Zoner ID should allow Zoners to use gunboats (since they're getting a gunboat which is available to everyone else, as well as being designed for exploration and light trading) is a debated topic.
