I agree it should be a separate category to cloaks.
I agree we may provide an option to determine the amount to be bought up to (instead of assuming we should buy up to the ship's full capacity). I think this is a lower priority, but would consider a pull request adding such functionality, after the separate category has been implemented.

I've almost completed this. A finished product is on hold until after the docking modules are completed, although 80% of this functionality is finished. (Including a new section to enable it.) - Awaiting a few tweaks and testing. If anyone wanted to finish it up, it's on my branch of the repository. If not, I'll get to it in a few days.
