They were trying to figure out a fuel replacement because Liberty was running out, then the GMG comes along and starts selling H-Fuel to the entire sector, eliminating the need for the project. As for the Black Hole, it also mentions something about a giant swirling eye staring at the system, and Liberty space is hardly black, its a purplish color. I highly doubt that, on the Freeport in Bering one of the Zoners said that the only reason that system existed was because of a Limited jumpgate range when it was built.
