Outcasts have historically always had a presence in Bretonia, even since Vanilla. I'd say leave it, but maybe implement a cap rule or something.
Outcasts having ZoI in Omega-49 is also probably a large oversight, much like how everything with the system's classifications is.

I see you still remember the Crayter, Order and Coallition invasion of Malta where they lost 10 (bunch of Coalition Dessies and even a BCR) caps to 4 Stortas and snubs but we never cried about it.
So since we're talking about nerfing OC ID ZoI, what about we nerf Coalition and a bunch of other factions even though their interests in certain area might be justified but hey, someone brought caps.
I don't know like you guys, but Dublin is out of OC ZoI (Border World) and Exeter is Bretonian. Pretty fair trade after they've lost Leeds which was our ZoI too.
