Or I understood it wrong, and you meant that you can install Freelancer without already owning it?.
The link goes to a new file download that doesn't require installation. You just extract the files and can run the exe and play the game immediately.

Which sidesteps the forum, meaning the new people will actually miss the memo that this server is actually Roleplay and not RPG server.

In-game chat can help in that case, people see the message that says that the server is RP and I think it even gives the link for forums

Which exact link goes the the new file download? The link in the YT description leads to the tutorial post and the download link of the mod still downloads the installer
