I count 16 fighters. 5 in decks two and four and 6 in deck three.
And in my opinion it looks completely fine for its size.

Fighter bay 1 has 5x Nephthys Fighters, fighter bay 2 carries 5x Sekhmet bombers and 1x Bastet fighter, and fighter bay 3 carries another 5x nephthys fighters (on this layout).
I suppose you could swap out fighters for bombers, or vice versa, I just wanted an even mix on this. Overall you could carry 16 bombers if you wanted to =P
