If you see non-Phantoms using the ID, report it immediately. This should be stopped.
Now there are two types of Terrorist ID that allow using capships. Both are admin-only (you'll need admin intervention to become enough friendly with Phantoms to get their ID, and Terrorist ID is not sold anywhere at all). Xeno ID no longer allows using of capships. Much like neutral ID, but "on the other side".

what do you mean by capships....include what kind? BS is for sure is capships. and Cruisers? GBs? Frigates? Are they counted by Capships?

A Cap ship is all of these ships: Battleships, Frigates, Crusiers, Gunboats.
Fighters and Bombers are not capships.

Terrorists... They kill for a cause (however it may seem ridiculous) and don't care, who they kill as long as it puts them a step closer towards their goal.
If they shoot a trader, let it be read as an act of terrorism. And if not yet hostile, as a casus belli.
Simply, if I were a phantom (hell i won't) I would kill clan traders to disrupt their trade and economy, rid them of income.
Without however demanding fee. just shoot when i'm in range

Lancer: You are allowed to pirate in Gunboats. Hell, if you couldn't that would be their last and only use at the moment gone.

You starting to make the Phantoms look like PvPWhoresKillEverythingInSightIdiots... Well were not.
We don't constantly go around attacking Traders, that would make us Pirates. We prefer a target that can actually fight back. And to make some sort of good RP out of it.
