Why not use that bloody big complex off the beaten path in Newcastle for Admin perch. It reminds me of Mordor, though a little bit brighter to be sure. All can see it in the distance, but I fear to tread that path:)

Well, Let's go over the difficulties:

I doubt, the admins will want to move their admin-only goodies from the lost battlestar.

Next: If the new admin base would be supposed to be that gigantic nomad city (brilliant idea imo), then it would have to be refitted. Docking points, locales inside the base, commodities... A heck lot of work.

Next: BSG already has a system bought and in fact ready for submission. Matter of time before it gets imlemented (Tau-44) So Asking for a swap to Omicron lost would be, if granted, a tremendeous waste of time nad money or would sound plainly ridiculous, as each faction has the right to own just one system.

I really hate to say it, because the Omicron lost concept was my brainchild. It got turned down due to already mentioned reasons and we had to change our RP to be allowed a system. Matter of prestige as the previous BSG cabinet was trying to get Coronado. No luck.

It's just too late...

I'm not dropping all hope though, because well... THAT place fits us, the remain of the 12 colonies far beter han the company of miners. No matter how independent they might be...
