Samura is having Ageria build the Chugoku gate in an attempt to steal the technology. They're hoping that by trying to build a JG to the Dragon's homeworld, the Dragons will launch constant attacks against Ageria until they're forced to abandon the project, then Samura will clean up the pieces and try to reverse engineer the technology.
At least that's my understanding, someone posted it in a thread quite some time ago.

Ageira doesn't build them, just makes the parts.
And keeps a god's eye on them.
It doesn't make sense that we'd not notice stuff go missing, but It's a nice little RP thingy.:P

Kishiro doesn't care, they have nothing to do in Hokkaido, their interests are laid in Sigmas atm.
