Samura can also mine Helium-3 in Hokkaido.
Not as fast as the GMG - but they are substantially closer to the prime sale point in Newcastle.
Make Samura ships, take your fuel to Newcastle - then go say hello to the Ronin!
Because Kusari never had ore fields of its own, it only got passers-by.
Now as people go in to start mining and trading, pirates will come, and lawfuls will follow.
It will take some time for people to get used to the new resources.

Of course Kusari has many factions, but as far I can tell the only chance to interract and shoot something on the lawful side are blood dragons...
At least thats my latest experience flying around Kusari...
