If more people are given LESS responcibility its generally better.

Award admin to level headed people who have proved themselves

Yes a person who has proven them selves should be admin, but not fation leaders. I think it should be a person who hates everyone equally, or loves everyone equally. That way they are harsh on all, or harsh on none. But i believe some serious harshness is required.
I agree that any under cover admins should be secret, and only admins know who they are. Basically just make a trader/cruiser/GB/fighter or what ever at time, and cruise around in it watching, and sending to jail with a little note in hold telling them where to look for reason why. Then when done delete char, and make a new one the next time/day. that way it is always random, and no one will learn to look out for any 1 ship/player as it can be anyone.
